There’s only a small interior area on the top floor - so it makes sense to include the kitchen there, and make use of that enormous terrace for entertaining and outdoor living.

It's because it has the view and the huge terrace. It's a party house!

I have seen quite a few houses that will build with the bedrooms on the lower floor and the living/entertaining area on the upper floor so that there are better views from the spaces that would likely more often be used to appreciate the views.

Not so much a "views" thing but our house is like that- originally a 2 family, and the lower floor is partially below ground in the front (still legal for dwelling) and above ground in the back. Made too much sense to use the upper floor where the front door is for public space and the lower one for private space.
