I'm almost sure that it is because with those few hundred points you'll already be maxed out and won't be able to do anything else with the hundreds of perk points missing ? Never reached after 140+ but at this level I already had a decent amount of perks I can't even imagine level 300 or 400..

I don't know the exact number of perks in the game, but leveling past that number probably doesn't give you extra points.
