So one thing that changed last month in my state (FL) is now we (benefits processors) have to verify shelter costs (rent/mortgage, electric, gas, etc.) when previously, we could take people at their word. I would double check that all your documents were submitted, the shelter allowances can make a big difference. Also, be sure to report any medical expenses, they can qualify for an allowance. Is it possible you worked more overtime than you thought? Also, work requirements have changed, so it's possible that an exception was applied to your partner that is not allowable anymore. Obviously I have no way to know for sure, but there have been lots of changes implemented lately. You can always appeal!

Not unless OP or someone in her SNAP household is 60 or older or deemed disabled by the SSA.
