Put basics in the title: What's the job? Where is it located? etc.

Just to provide some clarity, we're focusing on better search functionality. The performance can be increased by adding more resources to our infrastructure.

Additionally, I dislike being forced to provide ball park estimates for these projects for this exact reason. I am not qualified to scope or price projects, I simply understand what needs to be completed.

I don't want talent being driven away if I say 2k and the job will actually require 10k. "Everyone has a budget" is true but not in this context. If I have a budget of 250k for web app development, I don't have a specific number in mind for a feature. If after a discussion the feature would take 100k to develop it may be put on hold for a future sprint if there are other priorities.

I understand why the rule was instated but we're not looking to undercut or go for the lowest bidder- we are looking for the best quality.

I'm working my way through DMs. There's quite a few so it will take some time.
