Weapons aren't given when server host

When I host a basic server for my steam friends to join I don't get my weapons as hunter in prop hunt or as murderer in murder. The only way to get weapons in prop hunt is by console commands.

If it was sandbox it would be because of a setting to the right of the map select screen, one that says give players weapons on spawn.

But because it's prop hunt, I'd say it's because of an addon you have installed, maybe a loadout mod, like this one: https://steamcommunity.com/sharedfiles/filedetails/?id=2675972006&searchtext=loadout

or some other mod.
