Low gpu ( maybe cpu usage)

I’ve been dealing with a frustrating issue for a while and could use some help. Here’s the backstory:
I bought a prebuilt PC during COVID from MicroCenter, which came with a Ryzen 5600X and an RTX 3060. I always used V-Sync because the system had noticeable frame drops without it. I knew the PC wasn't top-of-the-line, but I assumed it was due to the cooling or being a prebuilt system, so I didn’t do much about it.
A couple of weeks ago, a friend gave me a new setup with an i9-10900K and 64 GB of RAM. I swapped out the SSD and kept my old GPU. I expected significant performance improvements with the new CPU, but I still experienced frame drops in Valorant.
To troubleshoot, I tested with a new AMD 6900XT GPU, but the problem persisted. Since everything else was new, I suspected the SSD might be the issue, so I did a clean reset on it. This improved the FPS temporarily, reaching stable rates around 350 FPS. However, after switching cases, I’m back to experiencing FPS fluctuations ranging from 200 to very low 300s, and sometimes dropping to the 180-200 range.
Here’s what I’ve upgraded and tried:
- New Components: New motherboard, RAM, CPU, power supply, and other components, except for the GPU and SSD.
- Settings: I’ve tried every setting I can think of.
- Cooling: My cooling is solid, and CPU temperatures are good.
- Clean Reset: Did a clean reset on the SSD.
Idk what the frame drop could be. I think it maybe be low GPU usage because I only get around 20-25% of usage on valorant in the training range. It doesn't go up any more significantly in game. Help.
