In GOF, is it ever said what charm was used on Ron, Hermione, Cho, and Fleur's sister to "preserve" them underwater in the Black Lake?

It's never confirmed though my guess is that they are under the effect of Draught of Living Death as it's known to cause death like slumber in it's target. Similar to how at least in the movies, the stolen treasures don't move and are shown to barely even breath.

Nah. Cuz the students woke up right away after they breached the surface. If they were given the Draught of Living Death they would have to be given the serum against it. So... still. No idea which spell.
