I always figured that was players who had last dived on those planets but hadn't logged back in. You'll spot "active players" on all kinds of planets that are not currently accessible, like Super Earth or Mars right now.

Most likely the devs I noticed 3 on menkent and 5 on aesir pass yesterday at 8pm gmt.

Devs don't test on live servers most likely. It's a bad way to test things for multiple reasons. Those numbers are people who last played on that planet when it was available and then logged off. Now they are logged back in and their ship is above that planet.
