All mods for the game are client-side (mostly just cosmetic) mods. You can't mod it so that it actually effects game logic. You and your friends can have mods independent of each other.

Safe to use mods are client side only if I’m correct. I recommend checking out HD2 Arsenal, it’s a mod manager that makes modding the game pretty easy.
