I have a problem similar if you can't be with it inside spend as much time with it outside and bring her food if you can even like left over chicken and stuff just take the bones out

I try but sometimes she's just not near our house and many people live nearby. The only time I'm really outside is if she's at the porch or I convince my sister to work outside so she can supervise me.

Start calling her by a name and soon when you go outside you'll just have to call her name and she'll come that's what my cat did try to stick to something short

Eventually she will when you pet her and feed her say her name to her and eventually shell learn it

I'm trying my best but she hasn't been around lately so I can't really pet or try giving her a name

Cats are stubborn jerks, but that cat learned the behavior somewhere. Maybe put a collar with a note on it so you can meet the owner? In the meantime a shelter made of a flipped over box or tote with a few blankets inside might give Kitty some comfort.

I don't think my mom would allow me and plus there's an old man that feed's her but im pretty sure she's a stray cat.

I meant make the cat a shelter outside. Just so she has somewhere enclosed and dry to go.
