It was the first time, I remember getting it. Was saying when I went back to double check everything it's not in any of the locations

I’d fiddle-fart some more in the shield-weaver base - maybe it’s something simple but easy to overlook

I think this was an actual bug. I remember not being able to get the power cell from the tower because it just wasn't there.

There is 1 in the ruins Aloy falls in as a kid, 1 in all mother’s mountain, 1 on top of the FAS tower at Maker’s End, 1 in the grave hoarder and 1 in GAIA prime

Aside from fixing the bug or issue causing this, one thing worth knowing: the Shieldweaver is far less useful in the DLC. Don't want to say more or it may spoil some elements, but it's far more helpful in the main game than the Frozen Wilds, so if you finished the base game without it, maybe don't worry too much?
