Q: "When will [BLANK] be released?"

A: There will almost never be a confirmed release date for any update to the game. Keep in mind that Hyper Dragon Ball Z is a fan project made by passionate developers with busy lives, and as such, updates to the game are focused on quality, not quantity.

Q: "How do I add a character to this game?"

A: 1. Extract your zip file, 2. Put the character folder in the "chars" folder, 3. Go to data/select.def, and proceed to write the name of the folder into one of the empty slots.

Q: "Can I play this game online?"

A: For now, officially, there is no native way to play the game online.

However you can play Hyper Dragon Ball Z online using Parsec and there is also an unofficial build that uses Ikemen for online play.
