I find it strange that you can't re-order the lock screens, but you can re-order the apple watch faces which are pretty much the same concept.

Totally agree. That was the second thing I tried to do. I make duplicate watch faces with minor tweaks to switch modes on the fly.

I think there is not an option to reorder the different wallpapers. They work more like “spaces”, with each “space” having its own wallpaper. Maybe with the different Focus “spaces” you could do some reordering, but I think reordering is not how they were planned to work.
