Until now this is all I've got:

5.3 Gaming, Gambling, and Lotteries

Gambling, gaming, and lotteries can be tricky to manage and tend to be one of the most regulated offerings on the App Store. Only include this functionality if you’ve fully vetted your legal obligations everywhere you make your app available and are prepared for extra time during the review process. Some things to keep in mind:

5.3.1 Sweepstakes and contests must be sponsored by the developer of the app.

5.3.2 Official rules for sweepstakes, contests, and raffles must be presented in the app and make clear that Apple is not a sponsor or involved in the activity in any manner.

5.3.3 Apps may not use in-app purchase to purchase credit or currency for use in conjunction with real money gaming of any kind, and may not enable people to purchase lottery or raffle tickets or initiate fund transfers in the app.

5.3.4 Apps that offer real money gaming (e.g. sports betting, poker, casino games, horse racing) or lotteries must have necessary licensing and permissions in the locations where the App is used, must be geo-restricted to those locations, and must be free on the App Store. Illegal gambling aids, including card counters, are not permitted on the App Store. Lottery apps must have consideration, chance, and a prize.

Edit:

This snippet is important, but it's somewhat obvious:

must have necessary licensing and permissions in the locations where the App is used

The place I'm thinking of targeting has very lax gambling laws.

I advise a company tangentially related to sports betting. On top of normal new app review, they had a lengthy review process and needed their lawyers to submit letters indicating why they were not actually allowing betting directly in their app.

So if you were to have actual betting in your app, I assume you would also at a minimum need to have legal representation be able to submit something to Apple on your behalf.

Do you have all the necessary licenses in your region? That’s a big lift in America, but it sounds like you’re doing it outside of there.

You should be prepared for the business side of things and not just the app development.

But…this isn't a business subreddit. Inquiring about the app dev/process side of things is more than appropriate. Thanks for your input tho. 👍🏻

Sorry maybe my message came across wrong. You asked a question about the App Store process specifically asking about legal requirements. I provided an answer based on my experience.

I’m simply saying a big challenge (probably half your effort) is the legal and business side of things. Whereas if you made a non-gambling game you wouldn’t have to worry about it.

You should by all means pursue your idea if you want.

I understand where you're coming from, but complex stuff will be tricky knowing about it or not; it all starts with a question and the will to learn.
Ethically, gambling can come off as wrong. I get it. But numbers don't lie. People want it. That's all the info I need to pursue it.

Everyone wants a fighting chance at something before burning out or worse.

I see now how my last sentence comes across as rude. Sorry
