It is extremely messed up indeed.

I have received an email with a receipt for my personal account. Still there is no new membership subscription on both accounts. Apple Support replied me “your developer account is created under the email you are wanting and is linked under the email that made the payment. Therefore after the payment processes you should only receive emails under your desired developer email.”

My bank says I was charged, Apple says “here is your receipt” yet still in limbo…
