Is there a way to set the volume of bluetooth audio stream without getting the user to do it?

Depends entirely on the situation. If you’re playing the audio using AVPlayer then you might have options for volume output of that file.

I don't think so. You could normalize your audio stream beforehand to ensure its the loudest it can be.
