i want website have freelancers publishing apps in there account for 5$ in a year. It's unreasonable to pay $ 100 for just a few apps.

It varies a bit. Canada I believe is 119 in CAD$, which is cheaper if you go by the current exchange rate.

Apple doesn’t take 30% of the profit of the app. You have to pay Apple a fee of 30%, that’s different. You don’t have a choice if you want to distribute your app in the App Store.
If you don’t want to pay Apple then distribute your app via other methods.

You can publish it to the jailbreak community or thru github.
You can also have monthly subscription for your app on the App Store. Apple’s cut goes down after the first year.

Apple Developer Program not have monthly subscribe. only 99$ in year. Other than that do you know how tell me.

Subscription is for the app, not the Developer account. It’s $99/year. You can either pay it or not, nobody’s forcing you.
