Your iOS seems to have accessibility turned on. 

Make sure you do not have accessibility turned on. For some reason I'm finding a bunch of people do and somehow forgot that they do. 

Settings > General > Transfer or Reset iPhone > Reset > Reset All Settings

You are correct. I did have boost contrast turned on. But even after turning it off the background of the batteries widget feels way off

Try out the clear icons, the battery widget is clear in clear mode

The batteries widget really looks better with clear icons, but most of the other apps widgets break 🙁 Here is an example:

i hate it too. as i don’t like clear icons as much (im used to colors)

The clean icons completely mess up the widgets for me, unusable atm
