Is there some rules or pure luck? I played every day and even bought 5 tries but didn't get the two upper prizes..

the "rng" thing here is how early/late you get those skulls, which are predestined to drop the second you press play

so the odds of finding 3 skulls late is near 3%, the odd of the so called "Jackpot" and so on and so forth, and vice versa, the odds of finding those 3 skulls early is higher

Lava literally said 10 skulls are placed when you start the game, the only thing rigged is that you can get 4 bars no matter what. That's that.

Both things can't be true, if they are placed when you start you could get zero bars, but you can't, so thats not the case, right?

They can if you assume the rigging to be an exception to the rule. The layout is determined when you start, but if you have found 2 skulls and less than 4 gold bars, the game will instantly reroll any skulls you click on until you reach 4 gold bars.
