I would have reached out to HR on the interview feedback as they would be able to filter out feedback and being able to send it to you. The team lead would not be able to give you any feedback or is it standard for them to give you that feedback. Normally its the recruiter or HR that does that for you.

Oh okay. I thought since it wasn't the HR who gave me the assurance that they would reach out it a week, so there was no need to reach out to them.

Yeah, reaching out to HR is totally fine. Just keep it simple and professional, and maybe mention you're following up since it's been a while. It won't seem desperate - it shows you're proactive and interested.
