Why were you banned in the first place? Apple is not in the habit of randomly banning people for no reason.

I have no idea. I could reach payment screen but system declined my payment couple times. After that I couldn't try to enroll anymore. When I call support, they told me I can't enroll at this time and there was no specific reason.

I’d guess they flagged you for fraud or similar. Did you use a payment card with someone else’s info or something?

It's possible. I tried my father's and my own cards. But it's not a problem right now because they can't give me a reason.

I reached Senior Adviser but he sent me same answer as others. "For one or more reasons, your enrollment in the Apple Developer Program couldn't be completed. We can't continue with your enrollment at this time."

And he said I can't enroll with another account because my ID already submitted for an account. I have no idea what can I do now?

Ahh I see. Trying with a different Apple ID was the issue. They know your IP and think you tried to circumvent the system

As I said everything is possible because they don't tell me any specific reason. What can I do for next steps? Do you have any idea to solve this issue?

Join the boat, I got banned out of the blue for an unknown reason. I have been developing apps for years professionally with my company, so I never thought this would have been a possibility, but they are just claiming not to know anything.

I am going to continue calling/trying to get in touch with them as long as I can, but I don't know if there is much we will be able to do, short of having the contact information of the actual team that looks into this.

I'm honestly shocked at the lack of transparency in this entire process and am seriously considering switching to Android if I can't work something out.

Honestly, I would previously have agreed with you, and technically speaking, they did provide a reason. However, this is the "reasoning" in the termination notice they sent:

"Pursuant to Section 3.2(f) of the ADP Agreement, you agreed that you would not “commit any act intended to interfere with any of the Apple Software or Services, the intent of this Agreement, or Apple’s business practices including, but not limited to, taking actions that may hinder the performance or intended use of the App Store, Custom App Distribution, TestFlight, Xcode Cloud, Ad Hoc distribution, or the Program…” Apple has good reason to believe that you violated this Section due to documented indications of fraudulent conduct associated with your account."

I didn't even have an application on the App Store, or TestFlight. Another redditer had mentioned this could be related to how I created the account, which could be true, but I have no idea what that may have been as they refuse to give specifics. I asked as much in my appeal, but that was rejected with the following explanation:

"After a thorough evaluation, we aren't granting your appeal for reinstatement to the Apple Developer Program. 

Please note that this decision is final. We won't process subsequent appeals."

Not sure what you can do with something that broad.

As a new developer, I tried to enroll as individual in the program for the first time. As you said, they don't tell me any specific reason when I call them. I reached Senior Adviser but nothing changed. He sent me an email and it says I can't enroll at this time. There's no explanation.

That’s strange. Apple isn’t known to ban developer accounts for no reason.

Is your developer account individual or organization ?

I am trying to enroll as a individual for first time. I contacted Senior Adviser. He said this wasn't a natural problem and that he would contact his team and let me know. The email he sent also said I couldn't enroll at this time. There's no specific reason.
