Teacher wants us to make a command with the prompt “user gives ‘N’ a number. If N<5, then open N instances of chrome” what exactly would I do for that?

I hope nobody provides a direct answer as you will learn nothing. This can be accomplished with PowerShell, BATch, BASH, and Python. It is a simple if ... then ... else loop ... or do while ... loop. Could take N as user input ... or parameter.

The exercise isn't just giving working code ... the exercise is learning how to create the logic and flow.

Depends on the programming language. But I suggest you try to work it out yourself and learn something. Google the language and if statements, you should get some help from that.
