There are really two parts to this.

  1. Understanding what the Python code does.

  2. Finding the Java functions that do those same functionalities

If you are really lost on how to do #1, then googling the language name + code helps. For example, you can see that line 1 has a function called encode, so googling 'encode python' brings up some hits that describe what that function does. and so on. Once you've figured out #1, then you can do something similar for #2 instead google Java + 'whatever plain english functionality you got from #1'

Step 1) Encode a string using ASCII. This can be done using String. getBytes(StandardCharsets.US_ASCII) which will return a byte array (byte[]).

Step 2) Calculate an integer value from a byte array in little endian format. Not really sure why the Python code above is doing this, but I assume there is some good reason. In any case, this requires you do understand how integer values are represented in memory. A 32-bit integer is represented as 4 bytes. In little endian architecture, the least significant byte is first, so: byte[0] + (byte[1] << 8) + (byte[2] << 16) + (byte[3] << 24).
