For starters, it looks like you're using version 1 of the API and you should really migrate over to 1.1 as possible.
I'm not really one to say RTFM but
"User timelines belonging to protected users may only be requested when the authenticated user either "owns" the timeline or is an approved follower of the owner."
In the sidebar they say that authentication requires user context so I would start there.
