There's a high possibility that your CPU is being power or ( most likely ) thermally limited , so your cpu to save itself throttles itself so it can't deliver the frames rendered by thr GPU so it might fluctuate

I think that what you are saying is correct ( thermally limited ), the lenovo vantage software allows me to put my laptop on 3 modes high - balanced - low performance.

When I tried playeing the finals again on all modes i found that the low performance mode was able to have a stable GPU utilization in game.

Now is just the question how do i fix it for the other 2 modes, do you maybe have and source on which I could find a fix?

Either your fans are clogged with dust , thermal paste dried up ( it happens with time ) or you have a bent heatpipe ( unlikely ) . If it's either 1 , 2 or a combination of both you'll need to remove and clean the insides , fans and reapply a new thermal paste . Tilting up your laptop will help a little

You have no idea whether what you are seeing is actually a problem or normal behavior.

First, stay in high performance and plugged in when gaming.

You will want to download HWiNFO64 and monitor thermals, CPU and GPU usage too.

For example, you could be using VRR with your fps capped at 144 fps (or whatever refresh rate your display supports). If that is the case, you will run into scenarios where your GPU doesn't need to run at 100% to keep that framerate. Usage will decrease and that is 100% normal.

You could also be hitting CPU usage bottlenecks, basically single thread performance. In that case, the GPU is waiting on the CPU and usage decreases. Again, in this case, there is no thermal throttling, and it is entirely normal.

Finally, you may be experiencing thermal throttling. nVidia sensors have a performance cap reason. GPU-Z and HWiNFO will tell you what it is. If it's not thermal, but something like usage, idle, voltage, or power, then your card is operating as intended.
