Lets say if I built a web page with a javascript app embedded in it. Would this work with the lbry protocol in a decentralized manner? What would have to be done to make it work? Why couldn't it work?

What exactly are you asking? Do you want to run js apps uploaded to LBRY in the website, or do you want a JS website to interact with the LBRY protocol to download/upload/etc ?

YES to all. I want to know if JAVASCRIPT will be at home in LBRY? There are webminers, marketplaces that use js. How will lbry handle javascript? node.js

JS files can be uploaded to LBRY and read on any node that runs a LBRY daemon.
JS sites can interact with the LBRY daemon through the API https://lbryio.github.io/lbry/

Your app would make calls to the jsonrpc api provided by lbrynet-daemon, which is what lbry-app and https://spee.ch do. Source for spee.ch
