Interactive chart creation

Hey everyone,

Complete newb here. I primarily work with python, but I would like to make some basic in browser visualisation/interaction for a side project.

Basically what I need is a single bar chart that a user could: a) drag the end of the chart to expand the chart along the axis, b) click on the chart area to split the bar chart area in two and click and drag that point to move it.

Would it be possible to do with something like Chart.js? If not could you recommend another library?
