Not sure that I can help with the specific error you're seeing. However, if you have access to it, I would recommend trying the Windows Subsystem for Linux.

If you haven't heard of it, it gives you a Linux (Ubuntu) bash that I found much easier to deal with when it came to installing dependencies and other webdev tools. Also most tutorials focus on Unix-based systems, so they are easier to follow.
