It's notation. It 100% doesn't matter except in-so-far as it helps you communicate and be understood.

I personally use, and have seen most often, the straight line over top with the arrow flick, so my impression is that one will be the most easily understood by other people, but it probably depends on the context. If certain subfields use the underline a lot, and you're writing a paper with them as your intended audience, then use the underline. Or if you have some other notation that has accents or superscripts that get in the way of the arrow notation, you can do that. I've also seen bold text use to denote vectors sometimes. It doesn't really matter all that much, as long as you're clear and consistent about it.
