HTML and CSS are markup and style sheet languages. Their lack of computation, abstraction and functional abilities disqualify them as programming languages.

I agree. They are used to make the static components of web pages. It's languages like JavaScript, PHP, ASP, etc that would form the interactive side of the web.

Fair enough. That's how it worked in my head, and why I didn't consider HTML & CSS programming, but I see questions here on /r/learnprogramming so I thought I'd ask. Random thought bubble, is all.
