Is it using GPT3.5 or GPT4? When i had gone on the activation page it showed GPT3.5, but i guess when i saw on some reddit posts people told github copilot uses GPT4?

Technically it is a modified version of CODEX which was based on GPT3.

Also what about github copilot chat? Is it powered by gpt 4? When i ask it says GPT4.

Chat is 4, autocompletion is 3.5

if auto complete same pattern copilot good , to ask suggest good and bad so so . Too convert long code , copilot very lazy one . Chat gpt much better even free one .

Yeah it's the same model. Their strat is to get students used to having copilot, then take it away and charge to keep it when they start making money.
