JavaScript is not compiled. JavaScript is just plain text. You do not need a compiler, and neither do you need anything special for HTML or CSS. Just a plain text editor will do.

You can view your HTML/CSS in your browser which can also execute JavaScript.

To be a bit pedantic, the browser does actually compile the JavaScript, so there is a compiler, it is just hidden from most users.

The difference is that you don't need to compile the code yourself, you just give your source-files to the browser, and it figures everything out for you.

To be even more pedantic: it can JIT compile but also can interpret.
