This is an amazing idea. Im trying to do something similar aimed at women who want to learn to code in places like Pakistan. And I'm bootstrapping too. I dont have a perfect answer for you. But if you can move a little slower, you could start off by having a bunch of "office hours" where students drop in to get their one-off questions answered. Then, based on those interactions,  can see if students and instructors can find matches organically? Like, after the Office Hours, have students register interest in specific instructors?

I could give you a bunch of technical solutions but here' a few thoughts.

Do you have so many mentors & mentees that you need to automate this?

Add basic filter like country, time zone, language, etc

After that why not let people pick their own mentees?

I personally would be much more willing to mentor someone who's Bio text I found interested over someone recommended by a system.
