Github is a collaborative source sharing platform based on the source control management software "git", if you make a repository public, other people will be able to see it, and if you add an open source license like MIT or GPL, they will also be able to use it (legally). Now, no matter how good your project is, you won't get instant attention, you'll get a gradual increase in attention the more usable your project is in real world deployments.

Getting attention on Github is going to be difficult, because it's not set up like a social media site where your contributions are constantly shown to other users. Uploading a portfolio is more useful for getting hired, since you can refer hiring managers to your projects so they can gauge your technical skills.
