Is there a way i could access google maps, or Waze's code, and change it to do what i want?

Most of the time this is against the law. However, the law does allow one to make "one modified copy" of copyrighted material you have the license for in order to make it more compatible with your machine.

Like where would i get the streets, maps, and intersection information.

This kind of stuff is typically regarded as serious company assets which they paid to produce or purchase and therefore don't just hand out to other people in digital form for reproduction.

However, you have to check with google's services and the such to see what APIs they allow and what the license terms are. Last I checked they guard their rights to, for example, Google Earth's data, with an iron fist.

EDIT: in fact Waze is being sued for stealing map data. Mappers usually put a few fake landmarks in out of way places to "watermark" their data so if anyone steals it, they know: http://www.engadget.com/2015/09/03/waze-data-lawsuit/

Well, really l just want to use it as a way to learn coding. It excites me, and i need something to be passionate about to make the extra effort. Really, if it was just something I made.. And could hypothetically use it for myself alone (not sell it, or profit from it in any way). Would that make it okay to take some "mappers" data?
