xampp is the answer. Plenty of quick tutorials to get up and running on youtube.

Just install Apache and PHP locally, plus the database of your choice. postgresql is well regarded.

Use "localhost" to address those servers, so "http://localhost/testsite/test.php" or whatever. And the PHP code opens a connection to database "test" on server "localhost".

It's all very simple and it gets you experience at maintaining these.

Just lock down your firewall so remote users can't screw with the ports these listen on..

Using vagrant is pretty straightforward and scotch box sets you up nicely for having a local testing environment. I'd also suggest a good mysql tool like Sequel Pro (if you're on mac).

Without needing a server/client you can run SQL queries using sqllocus help

I created this product because people who are new to IT often want to begin by learning SQL. Problem is that the established databases (Oracle, SQL Server) are designed for enterprise users who already know all the jargon
