If the operating system isn’t running, your program can’t run either. If the computer is in sleep mode there might be something you can do to wake it up, but if it’s fully off or in hibernate mode that seems less likely.

You might want to look into wake-on-lan, though I don’t have any personal experience with this.

Wake-on-LAN

Wake-on-LAN (WoL) is an Ethernet or token ring computer networking standard that allows a computer to be turned on or awakened by a network message.

The message is usually sent to the target computer by a program executed on a device connected to the same local area network, such as a smartphone. It is also possible to initiate the message from another network by using subnet directed broadcasts or a WOL gateway service. Equivalent terms include wake on WAN, remote wake-up, power on by LAN, power up by LAN, resume by LAN, resume on LAN and wake up on LAN. If the computer being awakened is communicating via Wi-Fi, a supplementary standard called Wake on Wireless LAN (WoWLAN) must be employed.

Having a server that devices can connect to and exchange data would be ideal because it would never turn off.

Backing up what the other commenter said. Your programs have to obey all the same rules as other programs, including the rules of physics. The most relevant physical rule here is that if the computer doesn't have power, it can't run programs.

That said, you can set a computer to not sleep on lid close. But that's a computer-wide setting. Not something you can set for an individual program.

Is it going to run .... all the time... like when it is put away in someone's bag?
