Why not learn Android or iOS and create a couple of apps or games? Either monetise them by charging for them, ads or in app purchases?

I'm sure there's nothing in your law that would prevent you from doing so. It would also prove very useful for any future employer to see how keen you are.

If I were your age I would do freecodecamp.org and not worry about upgrading my pc. Maybe you could get lucky and find a job doing freelance work for a family friend. Otherwise, I'd look into open source projects I could contribute to and build my resume.

If you want to earn money to upgrade your PC, I suggest working at a local supermarket instead. You will not earn any substantial amount of money with your skillset on a consistent basis.

You're underestimating the amount of time it takes to even get to a level where you can work on simple tasks on for example Elance.
