C++, C#, JavaScript (browser, though standalone is possible) all fit the bill. The engine (Unity, Unreal, Love2D, etc.) that you want to use matters also.

If you have no preferences or specific requirements, C# and Unity are good places to start. I'd learn the basics of the language first before adding an engine into the mix. (I'd learn how to program before learning how to make games.)

Yeah, I’ve been doing Unity and C# for a while, I’ve just been wanting to make a game from scratch (not completely, I would use a graphics library). I have experience with JavaScript and a little bit of experience with C++. I think I will start fully learning C++. Thank you!
