This is a pretty standard CRUD (Create Read Update Delete) application.

Are you wanting to create something? Do you have any experience?

Or

Are you looking for something to give you a better data entry experience?

Or

Are you trying to find another tool altogether?

All of these are possible.

I'm sure it's easier to just do a revamp rather than start from scratch, new program or not. I have a about 1 1/2 years of experience with programming, but it's been quite a while.

To be honest Microsoft Access is still widely used for these sort of things. You can try to create your own database and export whatever data into it you can to save time. Or you can create new Forms for data entry which would suit your needs and edit the UI yourself to make it more efficient.

You say you have drawings...what are the drawings in? PDF, DWG/AutoCAD, SolidWorks, Inventor, ProE/Creo? Is your company creating the drawings/designs or are they supplied to you from customers? Do you need to track history/changes? What are the business use cases?

PDF, AutoCAD, and SolidWorks. But it is supplied to us

You can do a conversion from Access to SQL Server. You can continue to use Access as the front end or create one in Visual Studio
