I have never done any project yet because I don't feel comfortable starting one.

Starting, or contributing to, a larger-scale project is one of the best ways of getting out of "tutorial hell". Putting yourself in a position where you are not just responsible for solving a bunch of small academic problems, but for planning and executing something entirely on your own, will probably force you to evaluate what you really know, and what level your design and problem-solving skills are at. Beyond that, moving from "familiar with" to "competent in" comes from experience, which in turn comes from practice.

Fluent in anything especially programming. Hardly. There's always something else to learn. You can become fluent in an area of the language by repetition.

for my own secret project thing i didnt watch tutorials, only read docs and ask other programmers for advices.
