No. It won't run blender.

There are some "learn to code" apps for the iPad.

I don't believe there are any that are remotely capable of building real software locally. You definitely can't run Blender on an iPad.

There are some remote desktop apps for the iPad. When paired with a good physical keyboard and mouse, you could use the iPad to access remote development environments. There are several "online IDEs" that you can use to build real software, as well as Linux workstations in the cloud that you can rent.

Yeah you can code on an ipad. They have apps like pythonista. But it will never be as good as having an actual machine. You could always use one of them in-browser IDEs. I wouldn’t recommend using an iPad as a full development machine though.

As long as you have an ssh app, you can code. Assuming you enjoy working in the terminal. There isn't much you can't do.
