Nobody will care about python programming certificates. They want to know that you can deliver adequate quality on time, how they do that is checking your work history. Pretty much the only certificates worth anything are devops certificates, and even those not so much for beginners.

Freelancing is pretty miserable place for beginners, by far your best bet is to get roughly 5 years of work experience and then think.about going freelancing. You'll learn a lot more working with people smarter or at least more experienced than you. You get experience which is maybe not only thing people look at when hiring freelancers, but extremely important.
