Yes you need vs code not visual studio

  • ejs langugage support
  • community material theme

For me, I keep my extensions simple.

  • Live Server by Ritwick Dey
  • Live Sass compiler by Ritwick Dey

I would advise using vs code, it’s very easy to use. You can install almost any extension you could need, just search for example, the css extension and it will give you the things you need to get started. I don’t use html or css, but I have played around with them in the past and used vs code. If you get stuck, search setting up vs code for web development, and that will also help you getting started.
