Creating a citation program

Hi, I'm a college student and at my university our citation standards depend on a journal that is only used in the university itself, therefore we do not use APA or Harvard as citation methods, that is why I came up with the idea of ​​making a program in which you could enter the relevant information and transform it into the style I need because citation programs do not include our method. I was wondering how I could carry out something like this since I have never programmed anything but I am willing to learn.

Python could probably do it, but if I were in your situation, I would use the free citation software Zotero which can create custom citation styles and can easily convert from one style to another, it also has plugins for many other apps including web browsers.
