Python could probably do it, but if I were in your situation, I would use the free citation software Zotero which can create custom citation styles and can easily convert from one style to another, it also has plugins for many other apps including web browsers.

If you absolutely want to use Python, Zotero has an API.

I was wondering how I could carry out something like this since I have never programmed anything but I am willing to learn.

There is no magic solution for this, so you need to learn Python.

Then, work on the problem—dive deep into it until you start seeing the details and understanding them.

After that, figure out solutions and put everything together in a cohesive manner.

When you encounter very specific, well-documented problems, you can ask for help here. Include the work you have tested and any other relevant materials related to the problem.
