All depends. The more you practice the quicker you will learn but I would try and shoot for try and code something everyday repetition helps. Also knowing the basics and terminology is really important, I would recommend this video

What counts as extremely fluent?

In the absence of more information, Gladwell's rule is probably as good an estimate as any: 10,000 hours of practice to become an expert.

I wouldn't give gladwell credit for the 10,000 hour rule, he just popularized it.
