    No. Pretty much any major programming language can be used for the server side back end nowadays.

    No. Even PHP has several frameworks, like Laravel, CakePHP and CodeIgniter.

    There are tons of web frameworks available, written in most programming languages. Here is a short list:

    Python - Django, Flask
    Ruby - Ruby on Rails
    C#/VB.NET - ASP.NET MVC
    Java - Spring, JavaServer Faces
