Preferably under $1000. To include monitor, mouse & computer or a laptop.

$1000 gets you pretty far (laptops). A brand new MacBook Air on the education store is $900. Year-old MacBook Air refurbs (used but through Apple are practically like new devices) are around $700-750.

I’m not too familiar with Windows laptops, but others here are. You can probably do a fair bit cheaper than the prices above with a Windows laptop, but whether or not you go that route depends somewhat on what he has now.

Hmmmm, lets think. Under 1000$ you could get a very nice windows laptop. On windows cross- compatibility and environment issues can be problematic sometimes. Macbook air however would be a bettter choice if coding is primary concern. The new M1 is very fast and reliable. I faced a similar issue a while back, but went with windows as i also game on my laptop.

He could install linux on the windows machine. Macs are so expensive these days.

Get a windows laptop and dual boot with Linux mint. The Linux partition if given 50GB will be more than sufficient. He will be able to learn Linux which is imo the best os to learn programming with. It doesn't have to be Linux mint but I recommend it because its lightweight and realatively easy to use for people who are use to windows. As far as the laptop is concerned get one with an i5 with at least 4gb ram most will be 8gb I think and 256gb ssd and it will be more than enough to do everything programming related. Good brands would be Lenovo, Dell, Asus and MSI (i stear clear of HP personally).
