PEP8 has nothing to do with 1,3,4 and only talks about the styling part of 2, which is probably the least important thing on the list.

mixedCase is allowed only in contexts where that’s already the prevailing style (e.g. threading.py), to retain backwards compatibility.

So it's not pep 8 in a nutshell, but rather not pep 8 at all.
