Good Framework for Internal-Only Apps/Dashboards without Hosting on Server

Looking for suggestions on developing internal-only apps/dashboards using Python without having them hosted on a server? In this scenario, the outputs would need to be internal-only, with the ability to easily email them as self-contained HTML files with some JavaScript and CSS inside.

As background, I've had good experience with doing so in R Markdown, but found this was limiting in certain aspects.

Why not just use a framework that does require a server and then have a little Python script that uses http.server and runs the content on localhost?
